Consequently I am far from maintaining and I think it might prevent intentional misconception of the motives of this Government, if it were kept in mind that I have treated the creation of a fund from the Licenses as the object of this Government but rather an accidental result of its Policy, whilst in point of fact the Colony is placed thereby in a better position than formerly, without reference to the License fund at all. This Government makes no claim whatever on that fund beyond the bare fact that it exists and that no equally effectual means of carrying out a useful policy have been devised, without creating such a Fund. Therefore when it is created a necessity for dealing with it in some way seemed naturally to arise also, unless there be a paramount obligation not to touch it, which obligation has never yet been clearly made out.

It is however in many obvious ways a great relief to the Executive here that H.M's Government should step in and take the responsibility of declaring that nothing, or rather little is to be done with the Fund in question. For whilst my own responsibility is diminished by that decision, the Colony is thereby in a better position than before, rather than in a worse position such as a Fund existed.
